docs(teleoperators): write the API reference docstrings
Completes Wave 1. Takes src/lerobot/teleoperators/ (excluding teleoperator.py, off-limits) to 100% public docstring coverage across all 16 hardware families. Fixes a real check_docstrings.py-breaking bug in ExoskeletonIKHelper's docstring format. Several other real bugs (missing @property, undefined attribute reference, wrong parameter name in an existing docstring) were found and documented accurately but left unfixed per the docstrings-only scope, detailed in the PR description.
